In short, El Pueblo provides a high quality of care in the delivery of a continuum of services for adolescents at risk of, or suffering from, mental, addictive, or other behavioral health disorders.

Principles Respecting Joint Commission Core Performance Measurement Activities

The Joint Commission on Accreditation of Healthcare Organizations’ (JCAHO) (the Joint Commission) primary mission is to improve the quality of care provided to the public through the provision of health care accreditation and related services that support performance improvement in health care organizations. Likewise, El Pueblo…an Adolescent Treatment Community – a residential behavioral health science organization - is dedicated to providing quality services to the young men and women entrusted in our care, and therefore, have chosen to align itself with JCAHO. Performance measurement is a critical link between accreditation and the processes and outcomes of patient (resident) care, allowing the Joint Commission to review data trends and patterns, and work with organizations, like El Pueblo, as they use data to improve (behavioral and mental) health care quality.

These principles, respecting core performance measurement activities, are intended to guide the Joint Commission in the identification, implementation and use of tools for measuring and improving patient care. In the same way, El Pueblo has established benchmarks and a process for monitoring its performance improvement that has been deemed relevant and crucial to the successful implementation of the El Pueblo Performance Program for Youth©. As Joint Commission core measure activities continue to evolve, adhering to the principles listed below will ensure that these efforts: (1) fit with existing health care organization approaches to performance improvement; (2) are consistent with the Joint Commission mission; (3) meet the needs of disparate users; (4) identify individual measures that adhere to established criteria; (5) result in appropriately disseminated measurement data; (6) are coordinated with other national measurement related efforts; (7) do not place undue burden on health care organizations, and; (8) are based upon data that are accurate and complete.

El Pueblo is committed to paying close attention to these prescribed principles and is committed to integrating these ideals into the culture and the performance improvement process of the organization. This is evident by the breadth and depth of the areas to be assessed, as well as the process for investigation and resolution to identified issues.

Mission Statement

The mission of ADAD is to develop, support and advocate for comprehensive services to reduce substance use disorders and to promote healthy individuals, families and communities.

ADAD Strategic Plan

Overarching Statement:  Reducing the social and economic consequences of untreated substance use disorders requires an investment in evidence-based prevention, intervention, and treatment.

Values:

Individuals and families present with a rich variety of backgrounds and experiences and reflect diverse communities.  In order to achieve positive, durable outcomes we must meet people where they are, value their life history and culture, and develop solutions in partnership with other stakeholders that are responsive to individual, family, and community needs. 

Services and supports must:

Promote prevention and early intervention;
Be needs and strengths-based;
Be accessible;
Be tailored to the individual, family, and community;
Be multi-faceted; comprehensive, and;
Support recovery.

Collaborative work must:

Involve individuals, families, and communities directly and indirectly impacted by substance use disorders;
Be based on shared decision-making;
Be inclusive and incorporate diverse perspectives; and
Encourage efforts to reduce stigma associated with substance use disorders.

Positive outcomes result from:

Continuous quality improvement and service excellence;
Sound and ethical administrative practices that assure accountability and cost effectiveness; and Evidence-based, research-driven practices that focus on results.

Goal I:  Understanding the Problem

Goal Statement:  Increase understanding of substance use disorders to guide decision-making, to reduce stigma, and to attract increased resources for prevention, intervention and treatment.

Understanding the problem is important because substance abuse negatively impacts all of us, either directly or indirectly.

Understanding the magnitude and complexity of the problem is fundamental to creating comprehensive solutions.

Understanding the problem raises public awareness that is crucial for building support and reducing stigma.

Understanding the problem identifies the consequences and high costs of untreated substance abuse and addiction (such as incarceration, hospitalization, crime including child abuse and domestic violence, high insurance costs, etc.) and provides the opportunity to positively impact them.  Keeping pace with evolving drug trends is critical to preventing and treating current patterns of use and making resource allocation decisions

Goal II:  Building Capacity

Goal Statement:  To strengthen and expand the prevention, intervention and treatment infrastructure in order to have an efficient and effective evidence-based service delivery system that is sufficient to meet the need.

Building capacity in the service delivery system is important because the population and need for services continue to outpace available services.

It is important to build sufficient capacity within the service delivery system to utilize research and to deliver quality prevention, intervention and treatment services.

Sufficient capacity is also critical to intervene early enough to prevent substance abuse and addiction.

Building capacity is crucial so that adequate services are available, accessible, appropriate, adaptable, affordable and evidenced-based.

Adequate capacity is vital to serve the diverse needs of Colorado’s citizens and to keep pace with the changing technologies of preventing and treating substance abuse and addiction.

Goal III:  Strengthening Collaboration

Goal Statement:  To forge a common direction among stakeholders in order to maximize resources to better serve our shared service recipients and communities.

Collaboration is important to building a diverse and synergistic system; to prevent and treat substance abuse and addiction; to reduce barriers to services; to support advocacy through an informed constituency; and to meet the needs of a diverse population.

Collaboration can forge a common direction, develop mutually beneficial policies and programs; identify cross-system gaps in services; share what works; and create multifaceted solutions to address the problem.

Goal IV:  Ensuring Quality Services

Goal Statement:  Ensure quality prevention, intervention and treatment outcomes by applying evidenced-based practices and strategies to continually improve service delivery.

Quality services result in improved outcomes.

Quality services are more likely to promote public health and safety.

Quality services are representative of/demonstrate sound fiscal management of public resources.

Quality services are more likely to attract additional resources.

Goal V:   Measuring Quality Improvement

Goal Statement:  To provide a comprehensive measurement and reporting system that provides valuable information for decision-making and guides effective prevention, intervention and treatment services.

A comprehensive and objective measurement system should validate what prevention, intervention, and treatment services are effective in order to shape current and future service delivery.

A comprehensive system provides information to enhance credibility, demonstrate accountability for public funds and improve outcomes and client satisfaction.
